Exercise Planner – Corps Solutions – Saint Albans, WV
The Exercise Planner reports to and receives work direction derivatives from the Project Manager. The JITEC Exercise Planner is responsible for the development, synchronization, conduct, and control of JITEC exercises. Skills include exercise planning, design, development and execution. The Exercise Planner may also serve as an Observer-Controller/Trainer (OC/T), instructor, facilitator, curriculum writer, and doctrine writer. Exercise responsibilities may also include writing and editing after action reports and follow-on exercise improvement tasks. Exercise Planner will be a subject matter expert in one or more of the following areas: Installation protection and security; command post operations; disaster response planning and operations; hazardous materials (HAZMAT) and/or chemical, biological, radiological, and nuclear (CBRN) effects and handling; consequence management (CM) operations; Incident Command System (ICS); Defense Support to Civil Authorities (DSCA) operations; first responder operations (Law Enforcement, Firefighter, Emergency Medical Services, etc.); public health; emergency management (EM); and exercise planning, design, development and execution.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Work as part of an exercise planning team to design, develop and execute JITEC exercises.
Be capable of leading an exercise planning team.
Utilize planning processes that incorporate all portions of the Homeland Security Exercise and Evaluation Program (HSEEP) 8 step planning process.
Plan and participate in all aspects of exercise coordination including scheduling, writing, budget, and facilitating planning conferences.
Create / write realistic exercise scenarios that lead the training audience to achieve their training objectives.
Plan, design, develop and execute HSEEP compliant Discussion-based and Operations-based exercises; and military exercises to include Command Post Exercises (CPX), Communication Exercises (COMMEX), and Field Training Exercises (FTX).
Liaise with the supported unit in order to determine training needs and provide detailed written reports articulating training event and exercise requirements and needs. Provide progress reports to the Government weekly during the planning phase and participate in planning meetings as required.
Conduct real-time intelligence research on current WMD threats and develop Course Plans-of-Instruction (POI), event scenarios, incident descriptions, exercise plans, player/controller handbooks, Maser Scenario Events Lists (MSEL), Exercise Management Plans (EMP), and evaluation criteria in-line with the unique requirements of each supported organization.
Design, develop, and configure exercise props and other training aids to tailor exercise scenarios to satisfy specific or non-standard user requirements.
Develop Training Plans (TP) and Plans of Instruction (POI), and evaluation criteria for the supported unit based on the unique requirements that will lead to a successful training event / exercise. Training events and exercises shall be in accordance with the concept of operations consistent with the training objectives of the supported organizations.
Serve as a Technical Subject Matter Expert and provide support of operations at a variety of training events and exercises on required subjects within the scope of training.
Facilitate After Action Reviews (AAR) with the supported organization and prepare and distribute After Action Review Reports (AARRs) to the On-Site Contracting Officer’s Representative (COR) and the supported organization following all training and evaluation events. Complete a written evaluation of student/organization performance IAW Training and Doctrine Command (TRADOC) regulatory guidance.
Develop a Post Exercise Critique (PEC) for completion by the supported organization. Collect a completed PEC from each supported organization prior to departure from the exercise. Provide completed course evaluations to the COR.
Develop and/or revise Plans of Instruction (POIs) for the JITEC training curriculum.
Objectively observe, control, and train the exercise training audience.
Coordinate with external agencies for research support and curriculum development such as other National Guard units; Federal, State, and local agencies; the National Guard Bureau, and other Department of Defense agencies.
Participate in planning conferences with the Government as needed to meet mission planning requirements.
Maintain compliance with all Corps Solutions policies with regard to quality practices.
Perform other related duties incidental to the work described.
EDUCATION
Associate’s degree required, bachelor’s degree preferred.
EXPERIENCE
A minimum of 5 years of relevant work experience.
Practical experience in one or more of the following areas: DSCA, HAZMAT/CBRN operations, CM, NIMS, ICS, HSEEP.
