Job Title: Technical Writer V
Position Description
• Under limited supervision, the Writer is responsible for and participates in projects involving the revision of existing SOPs or development of policy and procedure documents to effectively meet operational and regulatory requirements of the company. Performs related regulatory compliance research, analysis, and evaluation activities, as needed. Acts as a project leader for all related work as the SOP designer.
Position Responsibilities
• Interviews subject matter experts (SMEs), observes work processes, and communicates with business leaders and staff to research and analyze information required for the development, update, or consolidation of policies, procedures, forms and/or training documents
• Develops documents in accordance with Company standards and templates.
• Prepares, packages, and presents draft documentation to management, compliance/risk, subject matter experts, and appropriate lines of business for review and publication approval.
• Drafting process maps to illustrate process flow as it relates to the procedures
• Works with Quality Document Management team to secure, assemble, and archive accumulated documentation and approvals for regulatory compliance purposes.
• Acts as a project leader in all phases of project execution and implementation, and ensures all related objectives are fulfilled
• Conducts and attends all relevant meetings associated with job function, and completes tasks correctly and on time.
• Maintains cohesive working relationships with SMEs, management, vendors/CROs, and team to effectively interface on all projects and deliverables.
• Follows the Company”s policies and procedures and supports the Company”s Core Values.
• Travels to company site to meet with Subject Matter Experts, as needed.
• Perform other related duties and special projects, as needed
Position Requirements

• Minimum 3 years” experience in Pharmacovigilance/Patient Safety (preferred experience in Case Processing and Risk Management).

• Demonstrated experience performing regulatory compliance research and analysis using industry standard tools, and the ability to develop comprehensive policy and procedure documentation in accordance with regulations

Senior Proposal Writer/Manager
PSS, Inc. has an opening for a Senior Proposal Writer/Manager to join our team in McLean VA. The candidate will translate solutions and produce complex, professional narratives that result in clear, compliant, compelling, and competitive proposal responses. This work requires the ability to write with a singular, persuasive voice, while articulating and integrating a winning strategic message. The candidate must be able to consolidate a variety of input styles into a single, cohesive account that effectively presents the relevant information.
In this role, the candidate will manage or lead the development of proposal content either as a primary or co-writer for technical solutions, management volumes, past performance vignettes, executive summaries, etc. Frequently, writing tasks will also encompass interviews with subject matter experts (SMEs). Final writing products may be completed independently or as part of a collaborative, iterative process with other assigned personnel. Candidates must possess the ability to perform with grace and efficiency under pressure as well as the ability to prioritize while working in a fast-paced, deadline-driven environment.
JOB DESCRIPTION:
Support Requests for Proposal (RFPs), Requests for Information (RFIs), Sources Sought, and Task Order (TO) responses as assigned, including:
- Write or co-write content that is clear, compelling, and concise that meets the stated needs of the customer and requirements of the request or solicitation.
- Translate and synthesize information from SMEs into a compelling, one-voice message to influence targeted audiences, while maintaining the technical accuracy and completeness of the intended response.
- Interview SMEs to understand complex technical and managerial concepts of the work and convert that information into a technically compliant, competitive, compelling proposal.
- Lead and support the development and completion of winning proposal solutions documentation.
- Compile proposal documents; lead volumes; and provide general desktop publishing support and editing services, as needed.
- Ensure optimal organization, presentation, and articulation of PSS solutions in the final proposal and oversee incorporation of key messaging that clarifies our strengths and discriminators.
- Assist other proposal managers and capture managers in developing, maintaining, and communicating storylines, schedules (including review and production phases), plans, outlines, assignments, baselines, and storyboards.
- Work collaboratively and effectively with a broad range of people across multiple disciplines.
- Provide proposal support for all phases of the business development lifecycle (Qualification, Capture, and Proposal Efforts).
- Interface with a wide range of personnel, including senior leadership, capture/project managers, volume leads, and/or designated authors to facilitate the efficient and effective development of proposals.
- Analyze/shred solicitations (RFIs, RFPs, and RFQs) to identify and employ proposal instruction and compliance requirements.
- Develop customized, compliant outlines and responses to RFIs, RFPs, and RFQs.
- Lead and participate in kickoff meetings, team meetings, and proposal reviews.
- Collect, organize, and integrate proposal inputs from various sources as well as assembling proposal volumes, tables, exhibits, and/or attachments.
- Format proposal documents using Microsoft Word 2007 and later versions.
- Support timeliness, compliance, and overall quality of all proposals delivered.
- Update and maintain the proposal database and content library.
- Accommodate a flexible schedule, which may include evenings and weekends, as required.
REQUIRED EXPERIENCE:
- Bachelor’s degree in Journalism, Communications, English/Humanities, Business, Grant Writing, Technical Writing, Creative Writing, Marketing Management, or related field.
- 10+ years’ professional proposal writing experience in response to Federal RFIs, RFPs, and RFQs.
- 5+ years’ experience managing Federal proposals using Shipley processes (gate reviews, decision gates, color team reviews, etc.)
- Extensive experience with SharePoint and Microsoft Office applications.
- Exceptional oral, presentation, and written communication skills.
- Ability and willingness to collaborate with all levels of staff both virtually and in-person.
- Current DoD SECRET clearance or clearance-eligible.
PREFERRED QUALIFICATIONS:
- Certification in technical writing.
- Experience preparing briefings for client and/or senior leadership.
- Experience managing projects and teams.
- APMP certification.

We are seeking a Proposal Writer to support our proposal development process in response to Federal Requests for Proposals (RFPs) and Solicitations.
POSITION SKILLS AND EXPERIENCE:
