Proposal Writer
5+ years of experience as a Proposal Writer
Must have a history of successful proposals worked across Government agencies and deep understanding of the logistics and operations of complex proposals
Must be knowledgeable in business development and the Federal procurement processes
Must have strong ability to organize material, rapidly assimilate information, and provide guidance and direction to proposal teams
Expert usage of MS Office products including Word, Excel, PowerPoint, and SharePoint
Bachelor”s degree or equivalent proven record of successful business development, capture management and/or proposal management experience
DUTIES:
Collaborate closely with client representatives throughout proposal process to ensure clients are satisfied with quality of proposal work
Assist capture managers in the strategy, win themes, competitive analysis, or gap analysis associated with a given proposal
Lead the preparation and delivery of all proposal volumes and other required proposal deliverables
Prepare detailed proposal outline and defines the proposal schedule from kickoff to final production
Run all proposal meetings, including kickoffs, daily stand-ups, and color teams
Delegate responsibilities and resources to proposal personnel
Integrate the efforts of all involved technical, management, contracts, pricing, and business staff with proposal team staff, and of proposal team staff with production staff
Issue effective proposal instructions and memoranda to proposal team staff
Control implementation of proposal strategy, including theme, discriminator, proof point, and ghost implementation
Write or assist with writing persuasive proposal sections, including management plans, past performance, technical approach, and resumes
Interview SMEs with the ability to turn complex technical information into proposal prose

Job Description:
The Technical Writer:
- Works with administrators, researchers, communications consultants, and members of the research web team to analyze, design, develop, and produce information products for distribution on the World Wide Web and company intranet
- Works with information products (text, graphics, flash, animations, streaming video) that are technical, scientific, and biomedical in nature and support the organization’s research mission
- Manages compliance and policy-oriented web documentation
- Edits information products for consistency—grammar, design, style–across the many research web publications
- Is a hands-on, customer-contact role that works face-to-face and side-by-side the roles mentioned here
- Work’s closely the clinical knowledge architect to write descriptions and other metadata for the clinical knowledge asset catalog
Required Education, Skills, and Competencies
- Bachelor”s degree in Technical Communications or related field
- Conversant in scientific and/or technological subject matter
- Proficient in hand-coding HTML
- Familiar with DHTML (cascading style sheets, javascript)
- Proven experience in researching and developing information for a specific audience with a particular purpose
- Demonstrable experience with current web publishing tools and practices
- Reasonable customer service and social skills
- Strong writing, editing and proofreading skills needed
- Strong communication skills are required
- Able to multi-task
- Knowledge of medical or health terminology strongly recommended
- Background or knowledge of metadata development is helpful.
